Peter advocated for three years to make the SB123 Drug Treatment Alternative to prison legislation that was passed in Kansas in 2004 retroactive, but ultimately lost the fight due to political fears of being soft on crime. This was in large part based on the recent horrific murders committed by the Carr brothers in Wichita.

Sadly, these series of events left 1200 individuals to return to our streets without receiving drug treatment, and statistically a 95% chance of returning to drugs and alcohol, and a without drug treatment a 70% chance of returning to prison.
